During the special campaign events at Origins 2005, several things happened that have altered the current situation in the campaign world with regards to the manufacture and distribution of blast powder.

IC: First, thanks to a deal brokered between the Council of Wisdom and King Osric during the reception at the wedding of Holy Emperor Calcestus val'Assante and Queen Alezha, the blast powder embargo against Milandir has been revoked. Furthermore, although Altheria's official stance is that the Coryani Rebels are still under a blast powder embargo, it seems that certain unofficial channels have been opened up, allowing characters from Ulfila and Valentia as well as the dwarves of Solanos Mor to once again purchase blast powder. For economic reasons, the embargo has also been lifted from the nation of Canceri and from the city of Sicaris. The embargo remains in effect for the city of Abessios, although considering that the city is currently in the hands of Myrantian rebels it is unclear whether that holds anything more than purely symbolic meaning.

OOC: This updates the information on page 72 of the LARC essentially, players can ignore the boxed text on that page which details the blast powder embargo).

IC: Second, due to the events that occurred at the Battle of Enpebyn, not the least of which was the detonation of a tremendous blast powder explosion beneath the city, those characters who have the 4th-level val'Abebi bloodline power The Blast have discovered that the divine spark of Althares can no longer be infused into blast powder, even when the proper alchemical formula is used. Many citizens of the Republic believe that the wanton waste of the Second Gift by the Emperor's troops has angered Althares to the extent that He has revoked the gift of blast powder altogether. Although the various nations' stockpiles of blast powder are large, they are not infinite, and the laws of supply and demand have not been repealed.

OOC: Effective immediately, the price of blast powder has doubled, to 100 gold pieces per 10 shots (10 gp per shot). This updates the information found on page 71 of the LARC.

The above rulings are in effect only for modules that are set in Year Four or later (i.e. it covers 1028 IC modules but not earlier modules). Just as the embargo was not in effect if you were playing a Year Two or Year Three module, so too the price increase does not affect you if you are playing a module that is set prior to 1028 IC (so the price is 5 gp per shot for a Year 2 or Year 3 module, and 10 gp per shot for a Year 4 module).

To be clear, *all* 1028 IC modules are affected by the changes, including the ones that were released prior to Origins 2005. It is easier from an administration standpoint to categorize the modules by campaign year rather than trying to fix the price changes to a specific calendar month. Since the embargo didn't last for a full campaign year, it would be too confusing to have the embargo in effect for some months, not in effect for other months, etc. Thus all 1028 IC mods are treated the same way to keep it simple.

Obviously, if you have already played a particular 1028 IC module you do not need to go back and retroactively pay more, nor can you retroactively go back and buy blast powder if you played while the embargo was still in effect. The changes affect only Year Four modules played from this date forward.

IC: It is rumored that the Council of Wisdom is debating what action, if any, to take in response to the Coryani Loyalists' detonation of blast powder in such a massive quantity. Some say that Emperor Calcestus has already submitted a request to Altheria for an additional allotment of blast powder to replace that which was used by his troops at Enpebyn, and the Council has refused, saying that Coryan must wait until next year's allotments are doled out for all nations that participate in the Shining Patrol. At this time there is no official word on the Emperor's reaction to this rumored refusal or indeed any acknowledgement that the rumor is even true.
